Ala. man pleads on 331 child porn counts

MONTGOMERY, AL (WSFA) - An Alabama man pleaded guilty Friday to 331 counts of child pornography production and possession charges. Richard Conway Dobbins, 46, of Carbon Hill, pleaded guilty to every count against him.

Dobbins was convicted under Alabama's tough child pornography law, proposed by Attorney General King and enacted by the Alabama Legislature in 2006. Previously, prosecutors could only charge pedophiles found with child pornography on their computers with a single count, regardless of whether the offenders possessed hundreds or thousands of images on a computer, said Alabama Attorney General Troy King, who traveled to Walker County Friday to accept the pleas. 

Now, prosecutors may charge a separate count for each individual visual depiction.

"At last in Alabama, we can obtain convictions against accused smut peddlers that are commensurate with the magnitude of their alleged crimes," said King. "It is appropriate for the law to distinguish and deal more severely when many visual depictions of child pornography may be involved. Child pornography is the ugliest of crimes, robbing our children of their innocence. As Attorney General, I will continue to use our strong law to send a message that those who would harm and exploit children will face harsh consequences. With its passage, if a pedophile has a thousand visual depictions of child pornography, he can now be convicted of a thousand felonies. We wrote this law to do just that, and these convictions are evidence that we are prepared to use it."

Specifically, Dobbins is charged with 115 counts of production of child pornography and 196 counts of possession of child pornography.

Dobbins faces a maximum sentence of life imprisonment and fines of up to $60,000 for each count of production of child pornography, a class A felony; and up to 10 years imprisonment and fines of up to $15,000 for each count of possession of child pornography, which is a class C felony. In addition, he would be subject to the provisions of Alabama's community notification requirements for sex offenders.
