MONTGOMERY – Governor Bob Riley has made two appointments to his Cabinet, replacing agency directors who have left the administration this month.
Governor Riley appointed the Alabama Medicaid Agency's chief financial officer, Robert D. Church, Jr., to serve as Medicaid Director. Church has been the agency's CFO since 2009. He replaces Carol Steckel, who resigned as Medicaid's Director earlier this month to become Executive Director of Health Care Reform for the State of Louisiana.
The Governor also appointed Alabama State 9-1-1 Coordinator Art Faulkner to serve as Director of the Alabama Department of Homeland Security. Faulkner replaces Jim Walker, who left the agency to pursue a career in the private sector.
Faulkner has served in the law enforcement, 9-1-1, and emergency management fields since 1989. He worked with the Alabama Emergency Management Agency from 1995 to 2003 serving as State 9-1-1 Coordinator and Acting Director of Operations. Since 2003, Faulkner has served as State 9-1-1 Coordinator and State Agency Coordinator at the Alabama Department of Homeland Security.
Church, the new Director of Medicaid, served as the Assistant Deputy Administrator for Audit and Recovery with the Mississippi Medicaid program before joining the Alabama Medicaid Agency in 2009. Prior to that, he worked as a Certified Public Accountant for 30 years.
"Both Rob Church and Art Faulkner are highly accomplished professionals who have the right experience and knowledge to lead these important state agencies," said Governor Riley. "I'm pleased both of them have agreed to serve in the Cabinet."
