Cops: Drunk man spits on officers through surgical mask, urinates in front of magistrate

Two similar incidents showing blatant disregard for law enforcement landed two Rowan County men in jail in the last two days.

Thursday morning just before 3:00 am, Salisbury Police were called to check out a disturbance at an apartment building on Maple Avenue. 

When officers arrived they found Alan Billings, 29, standing in front of the apartment building screaming at them.  Police calmed Billings and asked him to go back inside the apartment, which Billings did.

According to the police report, Billings came back outside a few minutes later, this time carrying an alcoholic beverage.  Again, Billing was screaming, this time yelling at the officers. 

When told to go back inside, Billings reportedly shouted "What are you going to do?  Feed me?  [Expletive] me?  [Expletive] you pig!  Murderer!" 

Billings then reportedly shouted "Oink, oink, I will kill you, oink oink!"

At that point Billings was taken into custody by officers, but it wasn't the end of this strange encounter.

At the police department booking room Billings reportedly began spitting on the walls, the desk, and towards the officers.  Police then fitted a mask over Billings mouth, though even with the mask in place, Billings continued to spit. 

When taken to the magistrate's office, police say Billings intentionally urinated on himself as he stood facing the magistrate, then shouted "[Expletive] you magistrate!"

Billings was charged with communicating threats and being intoxicated and disruptive.  He was jailed under $1500 bond and ordered to appear in court on September 19.

On Tuesday a deputy with the Rowan County Sheriff's Office dealt with a similar situation while helping a person who had locked his keys in his car in a parking lot directly across from the courthouse.

While the deputy was helping the driver, he heard a loud voice exclaim "[Expletive] the police!  Oink oink pig mother [expletive]!" 

The deputy turned to see a man walking down the sidewalk towards the courthouse.  The deputy went to his patrol car, and as he turned the car onto Liberty Street, he saw the man again and reported that the man, while looking directly at the deputy, then yelled "Oink oink mother [expletive]!"

The deputy turned around and stopped the man, now identified as Christopher Fine, 27, of Lexington, NC.  Fine was charged and released on $500 bond.
