Governor Robert Bentley says he is optimistic Alabama voters will approve a constitutional amendment.
Voters will go to the polls to vote on the referendum tomorrow. The amendment would transfer money out of a state's trust fund and put it in the general fund to prevent cutbacks in services like Medicaid and prison operations.
Some legislators and tea party groups have spoken out against it, saying the state needs to come up with other ways to solve its financial issues.
