Man, 32, dies after police use stun gun on him

OSAWATOMIE, KS (KCTV) -

A 32-year-old Osawatomie man died after police shot him with a stun gun while he tried to flee.

Authorities were called about 1:20 a.m. Thursday to the 1100 block of Chestnut Avenue on a domestic disturbance.

When officers arrived on the scene, they found a woman who had run from a home following a domestic disturbance. A man, who police identified as Travis L. Maupin, was also barricaded in the home.

Officers on the scene requested additional help from the Miami County Sheriff's Department. Off­-duty officers were also called out to assist. Paramedics were also called to help the injured woman.

Shortly after additional officers arrived, Maupin came outside and spoke to the officers. The police were in the process of investigating allegations that Maupin had attempted to strangle the woman.

Police said Maupin then fled on foot from the scene, and officers chased him for about one block. Authorities then stunned Maupin and took him into custody.

After being placed in custody, police said Maupin "coded." He later died at the Miami County Medical Center.

The Osawatomie Police Department requested assistance from the Kansas Bureau of Investigation in the investigation of the man's death, which is protocol for a death that occurs while a subject is in police custody.

A neighbor told KCTV5 that she watched Maupin fight four officers hard before they deployed the Taser. The neighbor, Sandra Buckley, said just one officer fired once. She said while the man was in handcuffs that he complained he couldn't breath. The man then collapsed and attempts to resuscitate him failed. 

Buckley said she didn't see officers punch or kick the man.

"It was sad this happened but I don't think police were at fault at all. I think they did the best they could," she said.
