Partin officially charged with kidnapping at first court appearance

MONTGOMERY, AL (WSFA) - The man accused of kidnapping a pregnant Dothan teenager had his first appearance in federal court on Monday.

Charles Dean Partin, 36 of Clayton, AL, has been officially charged with kidnapping a minor child, according to U.S. Attorney George Beck.

Partin is accused of kidnapping his 15-year-old step-daughter, identified in court documents only as A.L. Documents reveal that A.L. was in Alabama DHR custody when Partin and A.L.'s mother, Julie Bethke, allegedly kidnapped her while she was at the South Alabama Medical Center for a doctor's appointment. Partin and Bethke then fled the area and were captured six days later in Ohio.

Documents state that A.L. was in DHR custody due to an ongoing statutory rape investigation out of Tennessee. An FBI agent stated in testimony in the court document that at one point, Partin gloated about being the father of his 15-year-old step-daughter's child.

Prosecuting attorneys have moved to detain Partin. They consider him to be a flight risk. A detention hearing will be held on Wednesday, October 17, 2012 in front of U.S. Magistrate Judge Susan R. Walker.  If convicted, Partin faces a maximum of life in prison, up to a $250,000 fine and a term of supervised release of not more than five years.
