TEMPE, AZ (CBS5) -

A horrific crash that shut down a portion of Interstate 10 from 11:30 Tuesday night until 4:30 Wednesday morning has killed a Phoenix man.

According to the Department of Public Safety, his SUV slammed into a 16-foot truck that had been abandoned in the middle of the freeway.

The victim is identified as 46-year-old David Charles Wolf.

DPS Officer Richard Bottoms said Wolf was unable to avoid the truck and slammed into its right rear corner before careening into a concrete barrier.

He died at the scene.

Bottoms said there was no indication Wolf was able to apply his brakes before impact.

Witnesses said the truck did not have its hazard lights on, something the driver denies, which made it nearly impossible to see in the dark.

Investigators say the driver of the truck, 51-year-old Jae Chul Myong of Irvine, CA, told them the vehicle got a flat tire and he didn't think he could drive it to the side of the road.

So, he and his passenger left the truck in the middle lane of the eastbound I-10 at State Route 143.

DPS spokesman Bart Graves tells CBS5 that was a big mistake.

"You still can move your vehicle on a flat," he said. "You slow your speed, check and make sure it's safe to cross a couple lanes of traffic; get over as far off the shoulder as possible."

Graves said Myong has not been cited at this time, but has been told not to leave town.

DPS has referred the case to the Maricopa County attorney's office which will determine if criminal charges should be filed against him.

Meanwhile, CBS5 has learned Wolf worked as a loan officer with Geneva Financial in Tempe.

His co-workers said they can't believe such a charismatic, well-liked guy is no longer with them.

"It makes you think about being more grateful and paying more attention to the time we do have, because we don't know how long that's going to be," said Aaron VanTrojen, president of Geneva Financial.

CBS5 is told most of Wolf's family lives out of state and have been notified of his death.

He leaves behind a teenage daughter.

In a related incident, the driver of an 18-wheel semi-truck ran through the clearly marked barriers of the accident scene before being stopped by patrol officers. There was no word on whether that driver was cited.
