Humphries sworn in as CPD's second in command

CINCINNATI, OH (FOX19) -

Cincinnati now has a second-in-command for the police department.

Captain Paul H. Humphries was sworn in as Assistant Chief/Executive Officer for the Cincinnati Police Department on Thursday.

He will function as the Chief of Police in the absence of Chief James Craig. The national search process included both internal and external candidates for the position.

Captain Humphries is a 26-year veteran of the Cincinnati Police Department, currently serving as the Chief of Staff for Chief Craig. He has performed in a variety of roles, serving as Commander of Internal Investigations, Training, Personnel, Vice, Planning and as Night Captain.  He has worked in three of the City's five police districts. 

Captain Humphries possesses a Masters Degree in Criminal Justice from the University of Cincinnati and a Bachelors Degree in Business Administration from Xavier University.  He is certified as a SWAT/Hostage Negotiator, and for the past year has been an Adjunct Professor at the University of Cincinnati. 

"Captain Humphries is committed to helping ensure that the Police Department follows through on the principles outlined in the Collaborative Agreement and will help lead our police officers into the future as a well-prepared department, said Dohoney. 

The City Manager hires the Executive Assistant/Assistant Chief pursuant to the Issue 5 Charter language passed by the voters in 2001 that states, "The city manager shall appoint the police chief and assistant police chiefs to serve in said unclassified positions."

Therefore, as a result of changes to the City Charter stemming from the Issue 5 legislation, citizens of Cincinnati made it possible for the Police Department to have a clear second-in-command position.
