CLEVELAND, OH (WOIO) -
19 people have been indicted for running a scam with car titles and loans.
A series of charges have just been filed including engaging in a pattern of corrupt activity and tampering with records.
Cleveland Police say Hakeem Sultaana has been identified as the ringleader.
Records say he is also known as Kevin Hughley.
Documents indicate the scam included fraudulent car loans, duplicate car titles, and multiple loans for one vehicle.
