Court documents obtained by CBS 3 are shedding a new light into the arrest of veteran Ludlow police Lt. Thomas Foye.

The officer was arrested by state police Thursday morning and charged with stealing from an evidence locker and for possession of cocaine.

The police report details that a live-feed camera had been installed in the narcotics locker at the department. The documents state that the camera had previously captured Foye entering the locker and appearing to manipulate and open evidence bags.

Around 9:15 a.m. Thursday state police officers monitoring the camera at an off-site location reported seeing the officer do just that. The report says Foye retrieved a brown paper bag and then went off camera. It goes on to say the lieutenant was observed with a clear plastic bag of what appeared to be a white substance inside.

The report says around 9:30 a.m. state police and Ludlow police confronted Foye. His weapon was secured and a search was conducted.

The report says, "In his small right front pocket a small plastic baggie containing an off-white powder substance was recovered. The substance field tested positive for cocaine."

The document goes on to indicate that a small plastic packet was observed in the top desk drawer of the lieutenant's desk. That packet is said to have appeared to contain an off-white chunky substance.

Foye pleaded not guilty to the charges against him Thursday afternoon in Palmer District Court.

He was released on several conditions including that he surrender his service weapons, remain drug free and undergo a substance abuse evaluation.

Foye is due back in court in early October.
