Suspect who duct taped, tied and abandoned Pike Co. puppies now in custody

It's a case of animal cruelty in Pike County and authorities say they now have their suspect in custody.

Monday, law enforcement officials said the person who allegedly duct taped and tied down three small dogs is now in the custody of a mental health facility.

Pike County Sheriff Russell Thomas says the man, who is not being identified, abandoned the animals in an abandoned school building.

Investigators say a neighbor found the dogs duct taped and tied up with extension cords in the abandoned school on Highway 223 North in Banks. It's estimated the dogs had been left in the vacant building for 24 hours. One dog is a black Dachshund and it's not clear what the other two are.

The dogs are now said to be in good condition and are being returned to their owners.

"This is very serious," said Sheriff Thomas upon the discovery being made.

The woman who found the animals declined to tell her story on camera, and there is a reason for that. Sheriff Thomas said the suspect was identified Friday and work was being done through East Central Mental Health to bring him into custody.

Sheriff Thomas says the suspect is well known to authorities. The man has made at least one threat to the sheriff's department since the woman found the dogs.

"We have encountered this individual before and it was a violent encounter," said the sheriff.
