Deal reached in West Springfield police captain case

WEST SPRINGFIELD, MA (WSHM) -

An agreement has been reached involving a West Springfield police captain accused of using excessive force. 

"I appreciate all the support I got from the town. It's a great town, the people are wonderful," said Capt. Daniel O'Brien.

Capt. O'Brien said he can breathe a sign of relief Friday night after a deal 2 years in the making was reached in his alleged prisoner abuse case.

A meeting with Mayor Gregory Neffinger, Police Chief Ronald Campurciani, Captain O'Brien and his lawyer was held behind close doors Friday afternoon at city hall.

Both sides said they were pleased with the agreement.

"It's been a fruitful process and I appreciate the mayor and chief to take it upon themselves to be initiative in the conversation," said O'Brien's attorney, Tim Burke.

"Right now we feel that the process has been fair and reasonable," said Mayor Neffinger.

O'Brien is accused of prisoner abuse for allegedly tying a woman to a chair with red evidence tape in Sept. 2011 after an incident at the Big E.

The 26-year veteran of the department never faced charges after a state and federal investigation into the incident.

Current Chief Ronald Campurciani gave a formal recommendation on how O'Brien should be disciplined to Mayor Neffinger.

"We talked about a lot of things and it's the best outcome for everyone at large including the community and the police department," said Chief Campurciani.

O'Brien said this whole ordeal has been a learning experience for both him and his family.

"I've made it a positive experience. I've absolutely changed. I was a pessimist, now I'm an optimist. It's been very good for me to have to raise my family in the middle of something like this and show them that life takes turns and it's been very good," said O'Brien.

O'Brien has been on paid administrative leave.

The details of Friday's agreement remained confidential. His attorney said they're expected to be released to the public within the next 5 days.
