Frustration mounts as many wait for prepaid cards with child support money

MISSOURI (KCTV) -

Parents in four Missouri cities are having to wait another week for their child support money.

The Department of Social Services says people who opt to use its prepaid card to get child support money are experiencing the delays. Card contractor, SMI One Visa, was supposed to send out cards last week after the state switched companies.

"It's a third of my income. I have had to disperse the money that I have to keep the roof over our heads and so food and gas and all the extras beyond that, you just have to do without," said Gina Nosal of Kansas City, MO.

Nosal received a letter from SMI One Visa in late September telling her she could expect her new card from the Family Support Payment Center by last Thursday at the latest. More than a week later, the card still had not arrived.

"There was a glitch. They thought they had been mailed out the first time I called and apparently they had not been mailed out and she was sure I'd get it by Monday," Nosal said.

DSS did not offer an explanation other than to say "We were notified by Systems and Methods, Inc. (SMI), the new card contractor, that individuals in certain areas of Kansas City, St. Joseph, Sikeston and Rolla scheduled to have their new cards mailed out last week were delayed and all of those cards were mailed out this week."

Parents like Nosal are financially scrambling.

"Why would you put money that parents use to buy food for children on a card that you haven't given to the parents yet?" Nosal asked with visible frustration.

DSS said parents can call its customer service line at 1-855-403-8342 or go to the website for more information.
