WASHINGTON, DC (RNN) – The ability to make and receive phone calls on flights may soon become a reality.

The Federal Communications Commission Chairman Tom Wheeler announced Thursday that a proposal has been sent to reverse a 1974 decision that bans mobile phones from being used on flights.

Passengers of flights would be permitted to use cell phones above 10,000 feet in the air.

"We circulated a proposal to expand consumer access and choice for in-flight mobile broadband," Wheeler said in a statement. "Modern technologies can deliver mobile services in the air safely and reliable, and the time is right to review our outdated and restrictive rules."

The brief statement also said the decision would come out of meetings with the FCC, the Federal Aviation Administration and the airline industry.

The ban stems from the believe that wireless device usage in planes interfere with wireless networks on the ground.

The FCC will hold a meeting on Dec. 12.
