Police have questions as to why a couple going through a bitter divorce was allowed to meet face-to-face Wednesday in Manchester.

The wife is accused of shooting her husband, and police say there were clear warning signs.

Brenda and Harry Bartee had just left a nearby law firm when she allegedly shot her husband just before 1 p.m. near the Manchester town square.

A worker at Toliver's Pawn and Jewelry next door, Chris Fox, said he heard gunshots and at first thought his shop was being robbed.

Two sheriff's deputies were inside the shop and quickly rushed over to the shooting scene.

"When she saw them, she laid the gun on the ground, and there was a gentleman on the ground obviously in pain," Fox said.

A nearby parked vehicle had a window shot out, and no further injuries were reported.

"It's very dangerous. The city of Manchester don't have problems like this. It's an unfortunate situation," said Manchester Police Chief Investigator Billy Butler.

Police say the whole situation could and should have been prevented. Brenda Bartee has allegedly shot at her husband before in Mississippi, where he has an order of protection against her.

Both have a history of domestic violence.

"With their history, that somebody would have notified us about the volatile situation," Butler said.

Harry Bartee, was transported to medical helicopter to Erlanger Medical Center in Chattanooga, where he remains in critical condition.

The couple has four children together, including three who are in college and one in high school. They are now under the care of a guardian.
