9 children reportedly found living in deplorable conditions; no running water, electricity

ROWAN COUNTY, KY (WAVE) – Nine children were removed from a home in Rowan County after police found they were living in deplorable conditions.

On December 30, Kentucky State Police in Morehead received a complaint that the children had no food or water and that they were being abused. Social Services and officers found the children, whose ages range from 2-months-old to 17-years-old, living in a home with no electricity, no running water and no functioning restroom.

According to court documents, the children told police they only ate on meal a day, usually rice or oatmeal.

All nine were removed from the home. The 2-month-old was admitted to the hospital for malnutrition, dehydration and hypothermia. A second child was also admitted to the hospital and four others were treated and released.

The mother, Edith Strange, 35, was taken into custody and charged with wanton endangerment.

Johnathan Prater, the children's father, was arrested on January 1 after police found him at Saint Joseph Hospital in Mount Sterling requesting medical treatment from a fall. Prater is also being charged with wanton endangerment.
