DECATUR, AL (WAFF) -

A Decatur man has been charged with first-degree arson.

Police arrested Jarvas Lashard Stephens Thursday on an unrelated charge.

Investigators said a police officer spotted Stephens at the scene of a fire at an apartment building Jan. 9. The officer reported that Stephens poured liquid onto the fire before seeing the officer and fleeing on foot.

Jarvis will remain at the Decatur City Jail until his misdemeanor charge is satisfied, then will be transported to the Morgan County Jail for the arson charge. Bond has not been set.
