Arizona Senate panel moves livestock cruelty bill

PHOENIX (AP) -

A bill championed by livestock producers but derided by animal rights activists as an "ag gag" bill because it aims to reign in their undercover activities has won approval from an Arizona Senate panel.

The Senate Natural Resources and Rural Affairs Committee approved the proposal billed as a crackdown on animal cruelty on a 7-2 vote Wednesday.

The bill toughens animal cruelty penalties but lowers them from a felony to a misdemeanor for livestock facility owners. The Arizona Cattlemen's Association argues that because they can also lose their licenses the lower penalty is justified.

Animal rights activists oppose Senate Bill 1267 because it requires them to quickly turn over undercover videos to law enforcement, They say that makes it difficult to build a case against processing facilities.
