TUCSON, AZ (Tucson News Now) -

Rush hour got off to a snarled start downtown today when a streetcar on a test run found itself blocked by a parked SUV.

The streetcar was forced to a stop in the left-hand lane of East Congress Street at North 6th Avenue, which caused traffic to merge right into the one remaining lane.

The streetcar was able to clear the scene as soon as the SUV was moved at about 4:15 p.m.

The driver of the vehicle was issued a ticket for a parallel parking violation, which carries a fine of $188.

City officials would not tow the SUV because there was money left in the meter, according to Mike Graham, a spokesman for the city of Tucson.

Graham said incidents like this are part of the testing process: "It's an opportunity for the public to integrate itself with the streetcar." 

He said this could bring changes to the rules of parking along the streetcar route.
