BIRMINGHAM, AL (WBRC) -

A suspicious white powder found in small piles along 2nd Avenue North was tested and deemed non-hazardous, Birmingham fire officials said Wednesday morning.

Birmingham Police Lt. Sean Edwards says the substance was flour.

Valerie McLean with the Trak Shak confirms a running group used flour to mark their route Tuesday night. She says this is where the flour came from.

The discovery shut down a block of downtown Birmingham for about three hours.

The Birmingham Fire Department sent 14 units and 45 personnel to the 2200 block of 2nd Ave. North around 9 a.m. to investigate the suspicious substance, discovered in several small piles between 22nd and 23rd streets.

The FBI and Jefferson County Emergency Management Agency also responded to the scene.

Authorities treated the threat as a dangerous chemical, possibly anthrax, but after a hazardous material crew checked the substance, it turned out to be non-toxic, non-dangerous substance.

Birmingham fire battalion chief Tim Love said the substance was not found in any other parts of the city.

"We treat every incident as an active dangerous situation until proven otherwise. That is what the crew trains for. It's one of the cases we prepare for worst and it turned out not to be a dangerous situation," Chief Love said.

Chief Love added that he doesn't believe the white powder was left as a prank, but did not give an explanation for the mysterious piles. Authorities have not said what they believe the substance may be, only that it was not hazardous.

"We don't think it's a prank. Law enforcement is looking into it a little deeper. At this time we have no indication it's a prank at all. Just simply one of those issues substance was located and all safety procedures were taken," Chief Love said.

No one has become ill and no injuries are reported in connection to the suspicious substance.

Chief Love said the incident was excellent live training for his crews. The Birmingham Police Department is now investigating the suspicious substance.
