Strange wanted the tribe's casinos in Atmore, Montgomery and Wetumpka closed because he said they operate slot machines, which are considered illegal under Alabama law, instead of bingo machines.

In his 60-page decision, Federal Judge Keith Watkins said the National Indian Gaming Commission confirmed that PCI Gaming operates electronic bingo machines, which can be offered without state approval.
