JACKSON COUNTY, AL (WAFF) -

Jackson County authorities have arrested a man on animal cruelty charges. Investigators said Tracy Stephen Skinner was accused of neglecting a herd of cattle.

He was charged with 21 counts of cruelty to animals, 9 counts of failure to bury livestock and three counts of health-dead animals. That means he allowed dead livestock to contaminate waterways.

He was held on a $16,000 bond.
