Neighbors react to restrained child in home

(WMC)  - WMC Action News 5 is taking a deeper look into a case that appears to be the worst form of child abuse — a child found chained inside a backyard shed in Memphis. 

Neighborhood friends say they told their mothers about a boy locked up in a shed long before Memphis Police made the discovery this week. In neighborhood hoops, games change when the ball lands on the other side of the fence, like it did for Randale Golden.

"I said what you on the chain for?  He said my daddy put me on there," said Golden. Through this shed window he and a friend say they saw a boy locked up by chain inside. "Right here, right around his waist and he was sitting on the floor."

Memphis Police made a similar discovery Thursday after a 911 call from a sibling inside the house. The boys say they told their mothers about what they saw a while ago.

"It's been going on for like a long time," noted Golden. 

Another boy's mother asked that we would not reveal her or her son's identity.

"I did say something to some police officers about that," said the mother. She says she was told to call a hotline but felt she needed proof. "We actually was trying to get pictures but they had a big dog," she added.

WMC Action News 5 reporter Lauren Squires saw the dog on Friday. The man leaving the house didn't say anything to her. No one answered when WMC went back later that evening. Golden says another girl was occasionally locked in a bedroom. But, Golden's friends say conditions in the shed were disgusting from his peep in the window.

"They had a dirty bin, piss, pee, urine, everywhere on the floor and with one dresser they had the door locked," said an unidentified teenager. Neighbors behind the home let WMC Action News 5 get a look at the backyard. They said they have never seen anything like it.

"No human being should be treated that way at any stage. I think that was wrong," one neighbor said. No one at the home has been charged with a crime. Children's services has found safe place for the six children living there. So far investigators have not commented on the living conditions at the home.
