 RAMALLAH, West Bank (CNN) - Washington's top diplomat landed in Israel on Wednesday on an urgent mission from his boss: to push for an "immediate cessation of hostilities."

Secretary of State John Kerry’s arrival came as the United Nations accused both Israel and Hamas of possible war crimes and as the death toll continued to mount.

Kerry believes they have made some breakthroughs.

"We will continue to push for this cease-fire. We will continue to work with president Abbas and others in the region in order to achieve it. And I can tell you that we have, in the last 24-hours, made some progress in moving towards that goal," Kerry said.

The Gaza Health Ministry said 664 Palestinians have been killed.

The Israeli military said 230 militants have been killed.
