Audit turns up problems involving Alabama Music Hall of Fame

A state audit released on Friday turned up nearly a dozen areas of non-compliance by the Alabama Music Hall of Fame.

The audit by the Examiner of Public Accounts listed 11 different areas of non-compliance, including dozens of checks signed by board officials when there were insufficient funds in the bank, a lack of supporting documentation for 40 meals totaling more than 700 dollars that the state wants repaid, a lack of adequate documentation and classification of receipts and bank statements to the board's financial records.

In addition to those 11 findings, the board reported that former Executive Director Wiley Barnard had more than $10,000 in moving expenses although board minutes did not include an amount for his increase needs for rent, motel expenses and storage fees.

The audit also included information on a promissory note dated in 2012 for $40,000 that appeared to have been signed without board approval being recorded in the official minutes. More than a year went by with no payments made on the loan, which has since been converted from a loan into a contribution.

The audit also shows no records for leave could be located for Barnard for two years before he resigned in 2013. He has a filed a claim with the Alabama Board of Adjustment for unpaid leave balances. This claim is still pending.

Auditors held a meeting about their findings, but the report shows Bernard failed to show for that hearing to explain why the charges shouldn't be paid.
