COPY-Bush to outline goals on Social Security, Iraq

WHITE HOUSE White House counselor Dan Bartlett says President Bush will get into the nitty gritty tonight of why the Social Security system needs changing and how he intends to do it.

The issue will be the cornerstone of this evening's State of the Union address.Bartlett tells N-B-C Bush will explain the system is flawed and "now it's time to act."Bush is proposing that workers be allowed to divert some of their payroll taxes into private accounts. Bartlett says Bush will say why those accounts are good for individuals and how it can make their retirements more secure.However, analysts say the president will likely leave the larger questions unanswered.
