PANAMA CITY, FL (WSFA) - A man and woman from Wetumpka are facing charges after sheriff's deputies in Florida found a 4-year-old child unresponsive and suffering from injuries in a vehicle Wednesday.
Scott T. Hicks, 38, was arrested in Bay County, FL, Wednesday and charged with child neglect with serious injury, and Hallee Ann McLeod, 28, was arrested in Elmore County Thursday and charged with aggravated child abuse, according to a news release from the Bay County Sheriff's Office.
Bay County officials say Hicks came to the Bay County Courthouse in Panama City around 8:30 Wednesday morning to resolve two outstanding arrest warrants for failing to appear for a pretrial conference for battery.
At about 10 a.m., while being booked and arranging for bond, Hicks reportedly told the bailiff he needed to hurry because he had an 8-year-old child in the car waiting, according to the sheriff's office.
Deputies immediately went to Hicks' vehicle in the parking lot but didn't see a child at first. Then a deputy spotted a blanket in the back seat and a child's legs sticking out from underneath it.
The deputies found an unresponsive 4-year-old child under the blanket with eyes open, dried blood on the lips and a laceration on the head. A brown bag that contained several handguns was found next to the child. They believe the child was alone in the vehicle for about an hour and a half.
The child was taken to a hospital and was listed in stable condition. Officials say the child had multiple bruises across the body and "extreme bruising" to the groin. The child is now in the custody of a family member.
According to Bay County officials, Hicks was questioned about the child and said the child wasn't his. They immediately revoked Hicks' bond and arrested him.
The child's mother, Halle Ann McLeod, came to the courthouse at about 2:30 p.m. Wednesday to ask about Hicks' bond, where Hicks was and the condition of the child.
According to Bay County, their investigation revealed the injuries to the child happened in Elmore County.
McLeod, 28, was arrested Thursday in Elmore County. She is being held on $150,000 bond.
