Guest Editorial: Vote YES on Amendment 11

MONTGOMERY, AL (WSFA) - I'm Huntsville Mayor Tommy Battle, and my message today is about jobs, hundreds and thousands of good paying jobs for the citizens of Alabama.

In the past five years, we have had success in attracting industry that results in jobs and capital investment. That success is the result of using special financing tools that help communities afford industry.

In November, Amendment 11 will be on the upcoming ballot. This amendment adds to the tools local government can use to finance roads, sewer, water, land and buildings in mega-sites across Alabama, infrastructure that is necessary to provide jobs. There are no new taxes and no loss of current tax revenues.

Here's how it works. If an industry will invest at least $100 million on a site larger than 250 contiguous acres (that's a big site), local governments can use revenue generated by the industry investment.

The extra revenue coming from increased property values will pay for the cost of landing the industry. Over time, the industry pays for its own incentives. It's a win-win for taxpayers, citizens, and industry.

Why do we need this tool? Because the competition for top-paying jobs is tough and getting tougher. Huntsville has used this tool to bring in thousands of good-paying jobs.

There are more than 80 industrial sites across the state that could potentially benefit from Amendment 11. It's about jobs, prosperity, and a bright future for Alabamians.

Help bring thousands of good paying jobs to Alabama by voting "YES" on Amendment 11 when you head to the polls on November 8.
