3rd attempt at prison plan moves past committee

MONTGOMERY, AL (WSFA) -

Lawmakers in the senate judiciary committee passed the newest version of the state prison plan Wednesday.

The plan builds three men's facilities, which will help reduce the prison system's overcrowding.

Under the plan, two of the new facilities would need to be built by an agreement with local groups, who would do a lease to buy agreement with the state.

After two local groups sign on, the state can build one facility.

The maximum bond which can be issued would be $325 million.

Corrections commissioner Jeff Dunn said a bill like this would help build a foundation for the system which needs help on many fronts.

Dunn said the "infrastructure" of the system needs to be addressed before the system can focus on other major issues like overcrowding and under-staffing.
