May 10th Counter Proposals from Minority and Majority in the Alabama Senate

MINORITY COUNTER-PROPOSAL

May 10, 2007 (12:30 PM)

In response to the proposal made by the majority coalition, the minority offers to do the  following in the order stated:  

I.  The undersigned Senators represent the minority as a clearing committee for any discussion about this counter-proposal.  Only these Senators are authorized by the minority caucus to discuss this proposal, or any counter-proposal, today. 

II.   Senator Denton

    1. Pass SB 452 today (includes both adoption of the BIR and final passage)
    2. Second reading out of LL1 fr SB447 and SB450 today
    3. Final passage of SB 447 and SB450 immediately upon convening on Tuesday, May 15, 2007 (includes both adoption of the BIR and final passage)

III. Senator Orr

    1. Pass SB 54 today (includes both adoption of the  BIR and final passage).
    2. Second reading out of LL1 for SB 509 today
    3. Final passage of SB509 immediately upon convening Tuesday, May 15, 2007 (includes both the adoption of the BIR and final passage).


IV.  Senator Butler

A. Pass HB 372 and HB 373 today (includes both adoption of the BIR and final passage).


V.  Senator Smith

A. Second reading out of LL1 for HB470 today

B. Final Passage on Tuesday, May 15, 2007 of HB 470 immediately upon convening Tuesday, May 15, 2007 (includes both adoption of the BIR and final passage).

VI. House Messages - Budgets only, Education and General Fund

VII. Upon competion of this agreement, everyone will vote for a motion to adjourn until 2 p.m. Tuesday, May 15, 2007.

In response to the counter-proposal made by the minority coalition, the majority offers to do the following in the order stated:

I.  This document contains all of the terms of the majority's offer.  Any and all prior written or oral offers are hereby expressly revoked.

II.  The undersigned Senators represent the majority as a clearing committee for any discussion about this counter-proposal.  Only these Senators are authorized by the majority caucus to discuss this proposal, or any counter-proposal, today.

III.  Pass one of the remaining two sunset bills today (includes both adoption of the BIR and final passage).

IV.  Pass the remaining sunset bill immediately upon convening on Tuesday, May 15, 2007 (includes both adoption of the BIR and final passage).

V.  Receive first reading on the education budget and all related bills today.

VI.  Receive first reading on the general fund budget and all related bills today.

VII.  Senator Denton

    1. Pass SB 452 today (includes both adoption of the BIR and final passage)
    2. Second reading out of LL1 fr SB447 and SB450 today
    3. Final passage of SB 447 and SB450 immediately after final passage of the remaining sunset bill on Tuesday, May 15, 2007 (includes both adoption of the BIR and final passage)

VIII.  Senator Butler

A.   Final passage of HB 372 and HB 373 immediately after passage f the remaining sunset bill, SB447 and SB 450 on Tuesday, May 15, 2007 (includes both adoption of the BIR and final passage).

IX. Senator Orr

    1. Second reading out of LL1 for SB 509 today
    2. Final passage of SB509 immediately following the final passage of SB 447, SB 450, HB 372 and HB 373 on Tuesday, May 15, 2007 (includes both the adoption of the BIR and final passage).

X.  Senator Smith

A. Second reading out of LL1 for HB470 today

B. Final passage of HB 470 immediately following the final passage of SB 447, SB 450, HB 372,  HB373 and SB 509 on Tuesday, May 15, 2007 (includes both adoption of the BIR and final passage).

XI.  The counter-offer shall remain open until 2:35 p.m., Thursday, May 10, 2007, after which it is revoked if not accepted.

XII. Upon competion of this agreement, everyone will vote for a motion to adjourn until 2 p.m. Tuesday, May 15, 2007.
