MONTGOMERY, Ala. (AP) - Democrat Lucy Baxley was sworn in this afternoon as president of the Public Service Commission.
State law provides for PSC members to take office immediately after the election.
Baxley did that, even though her Republican opponent, Twinkle Andress Cavanaugh, has not conceded.
Unofficial returns show Baxley with a lead of about 12,400 votes.
Cavanaugh is awaiting the final tally.
Baxley's election represented a comeback from 2006, when she lost the race for governor and then suffered a stroke that crippled her left side.
Baxley says the stroke did not affect her mind and speech, and that's why she decided to return to politics.
Baxley succeeded Republican Jim Sullivan.
Her election makes the PSC all Democratic.
But she says party labels have no bearing when deciding utility issues.
