A Wisconsin dog owner has been charged with animal endangerment after her dog was found frozen to the sidewalk.
Jiffy, a border collie mix, is lucky to be alive after being left outside overnight in single digit temperatures.
The 11-year-old dog found stuck to the sidewalk was unable to move until animal shelter workers poured warm water over his back to free him.
Jiffy weighs more than 115 pounds, 70 pounds more than normal for his breed.
Shelter staff members think that extra may have saved his life.
"I think it was actually the layer of fat he has that kept him insulated," said the Sheboygan Humane Society's Carey Payne.
Police arrested Jiffy's 59-year-old owner and ticketed her for animal endangerment.
