MONTGOMERY, AL (WSFA) - The United State Supreme Court has issued a stay of execution for death row inmate Tommy Arthur. Arthur was convicted for the 1982 murder-for-hire of Muscle Shoals businessman Troy Wicker. His execution has been delayed multiple times.
